Hannah Robinson, a regular patron of the Feethams Leisure Centre, has been issued numerous fines under the new regulation, which she deems as “ridiculous.”

The controversial rule, introduced to discourage misuse of the parking area and prevent it from being used as a free pickup spot for the nearby cinema, mandates that drivers must purchase their parking ticket within five minutes of entering the car park. This regulation is monitored by Automatic Number Plate Recognition (ANPR) cameras that record the time of entry and exit.

Since the rule’s implementation in 2021, Robinson has accumulated 67 fines, each amounting to approximately £170 (₹18,000). Despite paying for a parking permit, Robinson has struggled with the rule due to a lack of internet connectivity within the car park, making it challenging to purchase tickets promptly.

Robinson expressed frustration with the situation, telling BBC News, “It’s ridiculous. I paid for it… I’ve been trying for the full five minutes. They just don’t care. I’ve done absolutely everything I can to get in touch with them.” She highlighted the financial burden imposed by these penalties, despite her attempts to comply with the parking requirements.

Other drivers have echoed Robinson’s concerns, noting that the five-minute limit poses difficulties, especially for those with mobility issues or children. The rule has sparked debate over its fairness and the impact on legitimate parkers.
