Maldivian President Mohamed Muizzu is set to embark on a state visit to India from October 6 to 10, marking his first bilateral visit to the country since taking office in November 2023. The trip aims to bolster bilateral cooperation and enhance ties between the two nations, following a tumultuous period in their relationship.

Muizzu’s visit comes after a significant diplomatic shift. He previously attended Prime Minister Narendra Modi’s swearing-in ceremony in June, but this visit represents a renewed effort to mend ties. The Indian External Affairs Ministry has described the visit as a key step in revitalizing the partnership between India and the Maldives, emphasizing its importance within the framework of India’s ‘Neighbourhood First’ policy.

Upon taking office, Muizzu had pursued an ‘India Out’ campaign aimed at reducing the Maldives’ reliance on India and called for the withdrawal of Indian military personnel stationed in the country. However, recent diplomatic exchanges suggest a thaw in relations. Maldivian Foreign Minister Moosa Zameer visited India in May, followed by Indian External Affairs Minister S. Jaishankar’s trip to the Maldives in August. Additionally, India assisted the Maldives in avoiding default on Islamic bond payments by extending its subscription to government treasury bills worth $50 million.

During his visit, President Muizzu is expected to hold discussions with Prime Minister Modi on various bilateral, regional, and international issues. He will also meet with President Droupadi Murmu and attend business events in Mumbai and Bengaluru. Notably, Muizzu will engage with the substantial Maldivian diaspora in Bengaluru, further strengthening people-to-people ties.

Muizzu, who has previously shown pro-China inclinations, has softened his stance against India in recent weeks. While attending the United Nations General Assembly, he clarified that the Maldives’ issue was not with India as a nation but with the presence of foreign military personnel on Maldivian soil. He emphasized that the Maldives does not oppose any particular country but wishes to maintain its sovereignty free from foreign troops.
