Chandrakar was taken into custody last week, and Indian federal agencies, including the Enforcement Directorate (ED), Central Bureau of Investigation (CBI), and Chhattisgarh Police, are collaborating to expedite the extradition documents through the external affairs ministry. A Raipur court in Chhattisgarh issued the extradition order on Thursday, which is now being sent to UAE authorities.
Chandrakar and his business partner, Ravi Uppal, were reportedly placed under “house detention” in Dubai in December 2023, as investigations into their operations intensified. The ED has alleged that the Mahadev Online Book App was being run from Dubai, operating on a franchise model with a profit-sharing scheme of 70%-30%.
In November, the ED accused Chandrakar and Uppal of paying bribes amounting to ₹508 crore to Chhattisgarh’s Chief Minister Bhupesh Baghel, as part of a broader scheme to protect their illegal activities from law enforcement. According to the FIR, the promoters allegedly paid significant protection money to various police and administrative officials to avoid repercussions for their operations. The ED claims this money was funneled through hawala operators to senior officials and influential politicians.
Chief Minister Baghel has vehemently denied the allegations, asserting that they are part of a politically motivated witch-hunt aimed at tarnishing his reputation. The ED has filed two charge sheets related to the case, one of which directly implicates Chandrakar and Uppal. The agency alleges that Chandrakar’s extravagant wedding in Ras Al Khaimah, UAE, in February 2023, cost around ₹200 crore, with private jets hired to transport guests from India and celebrities contracted for performances.
The ED has indicated that the total projected proceeds of crime linked to the Mahadev Online Book App are around ₹6,000 crore, and they have so far frozen assets valued at ₹572.41 crore as part of their ongoing investigation.
