The Indian government is considering permitting private airport operators to develop shopping complexes, conference centres, and commercial offices around airports. This move comes as part of the Centre’s broader airport privatisation and asset monetisation efforts, aiming to generate ₹20,782 crore over four years, according to a report by the Economic Times.

Proposed Amendment to AAI Act
The Civil Aviation Ministry is reportedly in consultations to amend the Airports Authority of India (AAI) Act, 1994, to allow such commercial developments. Currently, under Chapter 3, Section 12 of the AAI Act, airport operators are permitted to establish hotels, restaurants, restrooms, warehouses, and cargo complexes but are restricted from setting up shopping centres, conference facilities, commercial offices, or training hubs.
This move aligns with the government’s privatisation plans, which include handing over approximately 11 airports in Tier-II cities such as Varanasi and Bhubaneswar to private operators. The privatisation process is expected to conclude by the end of the next financial year.
Enhancing Airport Monetisation and Development
Industry experts believe that leveraging surplus airport land for commercial purposes could significantly enhance bid values for airports during privatisation. Siddharth Kapur, a veteran airport executive with experience at GMR and Adani Airports, highlighted that many airports are located close to city centres and possess valuable land, making them ideal for commercial development.
“This step can create a vibrant aerocity development and improve the bid values of airports during privatisation,” he was quoted as saying in the report.
Second Attempt at AAI Act Amendment
This marks the government’s second attempt at amending the AAI Act. A previous attempt in 2017 faced legal hurdles when the GMR Group-owned Delhi International Airport (DIAL) challenged it in court. The amendment was initially restricted to existing public-private partnership (PPP) assets, inadvertently barring Delhi and Mumbai airports from similar flexibility in land use.
