The Central Bureau of Investigation (CBI) has alleged that Delhi Chief Minister Arvind Kejriwal promised ₹90 lakh to each candidate contesting the Goa Assembly elections under the Aam Aadmi Party (AAP) banner. These funds, according to the CBI, were part of money generated from an alleged excise policy scam, which was spent as per Kejriwal’s directives.

The Central Bureau of Investigation (CBI) has alleged that Delhi Chief Minister Arvind Kejriwal promised ₹90 lakh to each candidate contesting the Goa Assembly elections under the Aam Aadmi Party (AAP) banner. These funds, according to the CBI, were part of money generated from an alleged excise policy scam, which was spent as per Kejriwal’s directives.

The CBI made these claims in its submission before Special Judge Kaveri Baweja at a Delhi court on Tuesday, where Kejriwal’s judicial custody was extended till September 3 in connection with the excise policy case. The central agency asserted that the money generated from the scam was funneled into AAP’s funds and allocated towards election expenses in Goa.

The CBI stated that former AAP communication in-charge Vijay Nair was tasked by Kejriwal to negotiate with a group referred to as the “South Group.” This group, described by the agency as a “cartel of businessmen,” allegedly paid ₹100 crore in kickbacks to AAP in exchange for liquor licenses. The group reportedly included Bharat Rashtra Samithi leader K Kavitha, Arun Pillai, Raghav Magunta, Butchibabu Gorantla, P Sarath Reddy, Abhishek Boinpally, and Benoy Babu.

According to the agency, AAP’s Rajinder Nagar MLA Durgesh Pathak was appointed as the party in-charge for the Goa elections, and the funds received through kickbacks were spent under his instructions. The CBI also claimed that all the transactions related to the election expenses were made in cash.

Kejriwal’s judicial custody has been a subject of legal proceedings since his arrest by the Enforcement Directorate (ED) on March 21 in connection with the money laundering case linked to the excise policy scam. Although Kejriwal was granted bail by a trial court on June 20, the Delhi High Court struck down the bail order a day later. Kejriwal subsequently moved the Supreme Court on June 22 but was arrested by the CBI on June 26.

On July 11, the Supreme Court granted Kejriwal bail in the money laundering case filed by the ED. His colleagues, Manish Sisodia and Sanjay Singh, who were also arrested by central agencies in connection with the case, have since been released on bail.
